FiveM FPS packs and "optimized citizen": are they safe?
FPS packs and "optimized citizen" folders are among the most common FiveM searches. The promise is high FPS on a weak PC. The risk stays hidden: servers that reject the files, a game that closes and a program from an unknown source on your PC.

Short answer
They aren’t safe by default. Servers with pure mode reject modified files, FiveM for GTA V Enhanced doesn’t accept graphics mods, .asi plugins can crash the game and a pack from an unknown source can bring malware or an injector, which leads to a global ban. What changes FPS without that risk are the options in GTA V’s own menu, Windows and your graphics card.

What "optimized citizen" and FPS packs are
An FPS pack swaps FiveM or GTA V files for lighter versions: FiveM’s citizen folder, textures, and lighting and weather effects. Some also bring .asi plugins or ReShade. FPS goes up because the pack strips detail from the image, the same kind of cut the GTA V Graphics menu already lets you make.
FiveM itself doesn’t modify the game files, not even when it downloads server content, according to the FAQ on fivem.net. The pack is what changes them, and that difference is what servers can see.
Pure mode: the server decides
Each server chooses whether to accept modified files with the sv_pureLevel setting. FiveM’s documentation describes it like this:

Modified files inside the FiveM folder are ignored. A modified GTA V file triggers an error with the file name and a request to verify your install. To join a server with a different pure mode level, FiveM restarts the game.
Global bans, server bans and integrity checks
- Global ban: comes from Cfx.re’s anticheat, which detects external programs that inject into the FiveM client. It applies to every server.
- The old documentation FAQ, from June 2025, said graphics and sound packs don’t lead to a global ban. The current FAQ on Cfx.re support doesn’t repeat that line. It asks you to check the files running alongside the game, because outside programs can interfere and cause a false ban.
- "Game integrity check failed": the anticheat saw an anomaly and closed the game. Cfx.re says this isn’t a ban and tells you to remove mods from the FiveM and GTA V folders.
- Server ban: follows each community’s rules. A pack the rules forbid can get you banned there, even without a global ban.
Packs from unknown sources
What to do instead of a pack
- Read the server’s rules before installing anything. Cfx.re points out that each community decides how its server works.
- Use the GTA V Graphics menu to lighten the load. The main guide lists the settings that weigh the most in FiveM.
- Tune Windows and your graphics card: power plan, background programs and an up-to-date driver.
- Measure before and after with cl_drawperf true in the console (F8), at the same spot on the map.
How to undo a pack you already installed
Close FiveM. Delete the files the pack put in FiveM’s plugins and mods folders. Verify GTA V’s files in the launcher (Rockstar, Steam or Epic), which restores the originals. If the pack replaced the citizen folder, reinstall FiveM. Don’t delete the game-storage folder, which holds the game data.

What Rise does not do in FiveM
- Doesn’t install packs, mods, .asi plugins or ReShade, and doesn’t inject anything into FiveM or GTA V.
- Doesn’t touch the FiveM anticheat, CitizenFX.ini or the plugins, mods and citizen folders.
- Doesn’t help you get around pure mode or any server’s rules.
- Doesn’t hide anything from staff during a screenshare check.
- Doesn’t promise an FPS number: measure before and after on your PC.
Frequently asked questions
Can an optimized citizen folder get you banned on FiveM?
Cfx.re’s global ban comes from external programs that inject into FiveM. A citizen folder that only swaps files isn’t that, but it can carry a hidden injector, and Cfx.re’s current FAQ no longer says graphics packs are outside the ban. On top of that, a server can forbid the pack and ban you under its own rules.
Why does the server say my files are modified?
The server uses pure mode (sv_pureLevel) and found a modified GTA V file, almost always from a pack. The error shows the file name. Remove the pack and verify GTA V’s files in the launcher.
Do FPS packs work on FiveM for GTA V Enhanced?
Not graphics mods. On Enhanced, pure mode is always on and, during early access, graphics mods can’t be used, according to FiveM’s documentation.
Can an FPS pack have malware?
Yes. .dll, .asi and .exe files run code on your PC, and Microsoft lists files downloaded from unsafe websites as one of the most common malware routes. When in doubt, don’t install it.
Can ReShade get you banned on FiveM?
Cfx.re doesn’t publish a list of allowed programs. The current FAQ says external programs that inject into the client lead to a global ban and that outside programs can cause a false ban. Every server also has its own rules. When in doubt, ask staff first.
What raises FPS in FiveM without a pack?
The GTA V Graphics menu options, like Extended Distance Scaling, Grass Quality and MSAA, plus well-tuned Windows and graphics card settings. The main guide shows what to lower first and how to measure.
