FiveM stuttering with high FPS or on a good PC: why it happens

The counter shows high FPS, the PC is good and FiveM still stutters. The problem is almost never average FPS. It’s a few frames that take much longer than the rest. This guide shows how to find what’s holding those frames back.

Guide written by the Rise team. The steps work with or without Rise; the facts about the game come from the sources at the end of the page, with the date we checked them.

FiveM cover

Short answer

When FiveM stutters with high FPS, the problem is frametime: a few frames take much longer than the others, and the average hides it. The most common causes are video memory running out, the CPU busy with the server’s content and scripts and, on FiveM for GTA V Enhanced, a frame pacing issue that’s still open at Cfx.re. Measure with cl_drawperf, compare servers at the same time of day and only then change the game.

First, find out what is holding you back

Symptom, likely cause and what to do
SymptomLikely causeWhat to do
High FPS on the counter, but the picture stuttersA few slow frames among the fast ones; FiveM’s counter only shows frames per second[1]Measure 1% low, not just the average (Frametime section)
Short freeze when you turn the camera or reach a new areaVideo memory going over the limit: the game swaps data and stalls[2]Keep Ignore Suggested Limits off and Texture Quality on High (Video memory section)[2]
FPS drops and GPU usage in cl_drawperf stays lowThe CPU is holding the frame back, often with server scripts and entities[1]Compare with another server and show the numbers to staff (Server section)
Regular hitches on FiveM for GTA V Enhanced, even at very high FPSFrame pacing issue reported on Cfx.re’s GitHub and marked as triaged[5]Try a driver FPS cap and compare with FiveM Legacy (Enhanced section)

High FPS and stuttering: the problem is frametime

FPS tells you how many frames come out per second. Frametime tells you how long each one took. If most frames are fast and a few take ages, the average stays high and the picture stutters. FiveM’s cl_drawfps and cl_drawperf show frames per second, so they hide those spikes.

To see the spikes, measure 1% low, which sums up the slowest frames of the session. PresentMon, an open-source tool, records the time of every frame in any game. Always compare at the same spot on the map and at the same time of day on the server.

Find out what’s holding the frame back

Every frame goes through the CPU and then the graphics card. The slower of the two sets the pace. Type cl_drawperf true in the console (F8) and look at the numbers right when the stutter happens:

Full video memory: freezes and stutters

According to NVIDIA’s GTA V performance guide, going over your video memory limit causes stuttering, pauses while the game swaps data and even crashes. In FiveM this weighs more, because the server adds its own cars, clothes and maps on top of the game’s.

  1. In the Graphics menu, keep Ignore Suggested Limits off. When it’s on, it lets you pick settings that go past your card’s memory.
  2. Check the Video Memory bar in the Graphics menu. It shows how much the chosen settings ask of your card.
  3. If the bar is at the limit, switch Texture Quality from Very High to High. NVIDIA suggests this to reduce video memory stutters, and the image barely changes.
  4. After each change, go back to the same spot on the map and compare.

Server scripts and content

In FiveM, every server runs its own scripts on your PC, alongside GTA V. A heavy script keeps the CPU busy every frame, and that shows up as stutter even on a strong PC. That’s why the same PC runs smoothly on one server and stutters on another.

Players can’t see this on their own. resmon, which shows CPU and memory usage for each server resource, only works in developer mode. Staff are the ones who can measure it: send them the time, the place and what cl_drawperf showed.

FiveM for GTA V Enhanced: stutter at very high FPS

In July 2026, a player opened a report with measurements on Cfx.re’s GitHub: on Enhanced, at very high FPS, slow frames came back at regular intervals, and the CPU, not the graphics card, was holding them back. The team marked the report as triaged, meaning it went into their internal backlog. As of the date we checked, it was still open.

In the same report, capping FPS through the driver made frame pacing more even, without fixing everything. If you play on Enhanced and feel this, try a cap in your graphics card’s app a little below the FPS your PC can hold. Then compare with FiveM Legacy on the same PC.

Borderless window on Windows 11

Playing in a borderless window? Microsoft says Optimizations for windowed games lower frame latency for DirectX 10 and 11 games in windowed and borderless modes. GTA V Legacy, the base of FiveM Legacy, runs on DirectX 11. Turn it on in Settings › System › Display › Graphics and restart the game.

Powerful PC and nothing explains it: record a trace

FiveM’s documentation has an answer for "my game is dropping frames and I have decent hardware": record an ETW trace, a detailed log of what the game is doing that shows developers where it slows down. Cfx.re’s steps:

  1. Download UIforETW from its GitHub releases page. Get the .zip with the program inside, not just the source code.
  2. Extract it, open the bin folder and run UIforETW.exe.
  3. Open FiveM and launch the game.
  4. When the stutter happens, click Start Tracing (or Ctrl + Win + R).
  5. Let it record for a few minutes, no longer: the file grows fast.
  6. Click Save Trace Buffers (or Ctrl + Win + R again). The file goes to Documents\etwtraces.
  7. Attach the file to your Cfx.re support request or share a cloud storage link.

What Rise does in FiveM

Everything here shows what changes before you apply it.

  • Before-and-after BenchmarkRuns the same 3D scene before and after your tweaks and compares average FPS, 1% low and stutters on your PC. The scene is Rise’s, not FiveM’s: it shows whether your PC improved, not the server.Benchmark · Rise Basic and Premium
  • FiveM video presetWrites the graphics settings to the file FiveM reads (gta5_settings.xml), within the options in the GTA V menu and based on your PC’s video memory. What Rise does not do in FiveM

  • Doesn’t touch the server’s scripts or content: if the stutter comes from there, staff have to fix it.
  • Doesn’t fix the frame pacing issue on FiveM for GTA V Enhanced, which is up to Cfx.re.
  • Doesn’t inject anything into FiveM or GTA V, and doesn’t touch the anticheat.
  • Doesn’t promise an FPS number or an end to stutters: measure before and after on your PC.

Frequently asked questions

Why does FiveM stutter when my FPS is high?

Because FPS is an average. If a few frames take much longer than the rest, the picture stutters and the counter stays high. Measure 1% low and check cl_drawperf to see whether the graphics card or the CPU is maxed out when the stutter hits.

My PC is good. Why does FiveM run worse than other games?

In FiveM, the server sends cars, clothes, maps and scripts that run on your PC alongside GTA V. A heavy script keeps the CPU busy every frame, and big content fills up video memory. Compare two servers at the same time of day: if only one stutters, the load comes from it.

How do I tell whether the CPU or the graphics card is the limit?

Type cl_drawperf true in the console (F8). If FPS drops with GPU Usage near the max, the card is the limit. If it drops with low GPU Usage, the CPU is holding the frame back, even if total CPU Usage looks low, because a single core can be maxed out.

Does capping FPS help stop the stutters?

It can help when FPS swings a lot. In a report with measurements on Cfx.re’s GitHub, capping FPS through the driver made frame pacing on FiveM for GTA V Enhanced more even, without fixing everything. Test it on your PC and compare 1% low before and after.

What is Ignore Suggested Limits? Should I turn it on?

It’s the Graphics menu option that lets you pick settings above your card’s video memory. NVIDIA recommends keeping it off for most people: going over the limit causes stuttering, pauses and even crashes.

Does resmon show what’s causing the stutter?

It shows CPU and memory usage for each server resource, but it only works in FiveM’s developer mode. For regular players, the way forward is to show staff the time, the place and what cl_drawperf showed.
